Over the past year, at the instigation of the European Parliament, the future role and development of several of the twelve European Schools has been the subject of an investigation by a group of politicians and officials of the European Community. The documents here represent some of the material submitted by the European School Karlsruhe, including many letters of support from local politicians, companies and other organisations.

History and Raison d’être
ESK
was founded in 1962 with two purposes, namely
- to serve the EU Institute for Transuranium Elements (itu)
(situated within the premises of the Forschungszentrum Karlsruhe)
- to be an important factor in Baden-Württemberg and Karlsruhe.
The situation is unchanged today.
ESK has never had more pupils from itu than today.

The European School Karlsruhe (ESK) is about people.
Our pupils come not only from Karlsruhe but from a large part of Baden-Württembergand Alsace, including Strasbourg.
The extremely wide catchment area of the school is shown by the analysis of this year's students, made by Frau Lise Meyer of the Parents' Association.
This school year the ESK has 164 members of staff, of which 43 started
this school year. The average age for all members of staff is 44 years.
The ESK has carefully analysed the staff situation linked to the number
of pupils, and a limitation of „small groups“ in the future.
Against this background, the ESK suggests:
A) To suppress six teaching posts
B) To ask the two acting deputy heads in Secondary to stay for another school year, so that the right profile for the future deputy head can be based on the decision made by the Board of Governors about the future of the ESK.
Based on the development over the past three years, the ESK has carefully,
estimated the development of category I, II and III pupils over the next
five years. As a basis for our prognoses we have used the total number
of pupils from the school year 2003/2004.

The ESK has since 1992 received a smaller EU commission contribution
each year.
Table 8 shows an average reduction of contributions from the Commission
by 1,33% during the period of 1991 – 2004.

der Beiträge der Commission um 1,33% im Zeitraum 1991 bis 2004.
The ESK thinks, however, that it is possible to reduce the EU Commission’s contribution substantially by co-financing.
A) Steadily increased contribution from category II pupils.
B) Minimising the number of families receiving school fee reduction.
The ESK can only achieve a further reduction of the number of applications
for reduced school fees if the following two points are added to the general
criteria for admittance to the school:
1. The parents must provide a recent salary slip and/or a tax statement
for the year in which the child is to be admitted, and
2. Under no circumstances, will reduction of school fees be granted for
the school year in which the child has been admitted.
Einen nachhaltigen Rückgang der Schulgeldbefreiungsanträge
kann die ESK nur erreichen, wenn bei Neuaufnahme von Schülern die
Kriteria um zwei Punkte erweitert werden:
1. Die Eltern werden verpflichtet, wie bei Abschluss von Mietverträge
üblich, eine aktuelle Gehaltsbescheinigung und/oder den Steuerbescheid
des Jahres vor Aufnahme des Kindes vorzulegen, und
2. Eine Schulgeldbefreiung im Jahr der Aufnahme des Kindes ist von vorne
herein ausgeschlossen.
C) Contribution from Karlsruhe by changing “maintenance costs for the buildings” to “maintenance costs for the buildings and other costs linked to the buildings”.
D) Contribution from the Province of Baden-Württemberg.
E) Suppression of posts.
The ESK has a future.
The ESK plays an important role for the EU Institute for
Transuranium Elements (itu).
The ESK plays an important role for Karlsruhe and the technology region.
The ESK can play an even bigger role in the entire region, including Strasbourg.
The ESK can continue to substantially reduce the contribution from the EU Commission.
The ESK is asking for 5 years of quiet support without fear in the school
community.
The ESK is asking for serious negotiations between the Board of Governors
and NATO as well as Eurocorps.
The ESK is asking for negotiations between the Board of Governors and
the German and the French delegations about cooperation in the border
region.
The ESK is asking the Board of Governors to consider “the Frankfurt
model” for the Italian section.
The ESK is asking to have a representative for the city of Karlsruhe as
observer in our Administrative Board.
The ESK is asking the Board of Governors to negotiate with the city of
Karlsruhe and the province of Baden-Württemberg about contributions

prepared to be a model school both pedagogically and financially, to cooperate
and actively develop all decisions taken by the Board of Governors.
